1. Perform hiring process "audit" to identify bottlenecks/barriers/ opportunities to streamline Month 1 Global Fund
2. Identify potential pool for recruitment and possible target for EHP Month 1  
3. Conduct a consultative process with partners; ensure accountability at highest levels, highlight lessons Month 1  
4. Prioritize districts Month 1  
5. Seek local govt. support Month 2  
6. Ensure funding in place Ongoing  
7. Plan and prepare implementation plan for recruitment (announcements, criteria, etc.) Month 2  
8. Ensure hiring body(ies) are in place and hire Months 2-10  
9. Prepare workers with two-week training/refresher (à la Kenya) Months 3-10  
10. Monitor/evaluate: speed of hiring process, number of providers hired, quality of new providers, success/ impact of placement Months 10-16
