Critical HRH Working Group Topics Session One
The first of two in-depth working group discussion sessions based on topics that participants identified as paramount in a pre-workshop survey.
Definitions and participants’ notes:
- Human Resources Strategic Planning
The process of anticipating future staffing needs and HR related actions to ensure that a sufficient pool of talented and motivated people with skills and the necessary experience will be available to meet those needs in the long term.
- Workforce Assessment
The dynamic process of gathering, analyzing, presenting and maintaining information on: cadre profile, work site, qualifications, skills, vacancies, and pre-service education graduate profiles. This process will inform policy decisions and HR strategic planning.
- Recruitment and Hiring Practices
The process of actively seeking participants to fill vacant positions using a variety of methods – internal job postings, advertising, using search firms – and mechanisms used to find and bring on those people in a timely, open, equitable and cost-efficient way.
- Provider Performance Improvement
Examines provider performance issues at the specific health worker level – (e.g., front line supervisors, nurses, etc.) – includes defining desired performance, determining actual performance, identifying gaps, root cause analysis, intervention selection, implementation, monitoring and evaluation.

- What problems are facing us around this issue?
- What are we doing to try and address the problems?
- What appears to be working? Not working?
