Stakeholder Ownership of Capacity Project Interventions Demonstrated in Uganda |

The Uganda Ministry of Health (MOH) recently held a Midterm Review of the 2005–2010 Health Sector Strategic Plan to discuss progress and address unmet goals.
Notably, this meeting confirmed the high level of stakeholder ownership of the Capacity Project’s interventions. Quite often, development partner interventions do not result in a sense of stakeholder ownership in activities or findings. Yet this is not the case in Uganda—the Midterm Review showed the extent to which the Project’s interventions have been fully and appropriately incorporated by the MOH. While the data presented came primarily from Capacity Project assessments, and most of the recommendations to meet HR objectives are through current Project interventions, MOH staff displayed strong ownership of the initiatives and study results. For example, findings from the Project’s collaborative recruitment study in nine northern districts were suitably presented as MOH study results.
The Project is viewed as a key contributor in Uganda, yet it is the synergistic effect of stakeholder involvement in the numerous Project initiatives that has truly made a national impact.
