Human Resources Advisor for Developing Countries Print E-mail

The Human Resources Advisor For Developing Countries will lead technical activities in developing human resources management systems in the health sector for developing countries (with a focus on sub-Saharan Africa). S/he will apply her/his extensive knowledge of the health sector primarily to work at a national systems level. This includes assisting country level counterparts and stakeholders in the public or private sector in reviewing, designing and strengthening HRIS, workforce planning systems, recruiting and deployment systems and performance management systems. Responsibilities include building collaborative relationships with and between stakeholders, conducting assessments to determine the best interventions and approaches to address pressing problems, designing, implementing and monitoring appropriate activities and interventions and building local capacity in HRM. S/he will lead in documenting best practices in technical papers and in analyzing and adapting innovative HRM tools and resources. S/he will perform as the technical lead for country level programming and supervise country staff as appropriate and assigned.

Requirements include a minimum of 12 years of relevant experience; expertise in the field of human resources for health; experience working in HRH in developing counties preferably working with Ministries of Health and Ministries of Planning; minimum of a master's degree in organizational development, human resources management, health or labor economics, public health administration or similar area; skills in costing and cost analysis; ability to travel and work in diverse cultures; prior experience working with USAID/W, USAID missions and/or other donors and developing country partners; excellent written and oral communication skills in English; fluency in a foreign language desirable. This position is based in Chapel Hill.
